Yes. Foreigners can buy property in Dubai with full ownership rights, but only within designated freehold zones. There's no cap on how much property a foreigner can own, and no special government approval is needed to complete a purchase in a freehold area.
What "freehold" actually means
Dubai's property market is split into freehold and leasehold areas. In a freehold zone, a foreign buyer owns the property and the land it sits on outright — the same ownership a UAE national would have. Outside freehold zones, foreign ownership is restricted or unavailable. The areas we work in most — Downtown, Business Bay, Jumeirah Village Triangle, and Motor City — are all designated freehold, along with most of the communities that attract international buyers and investors.
What buying actually involves
Beyond the ownership question, the process itself is straightforward: generally a valid passport, proof of funds, and an Emirates ID if you're already a UAE resident. Requirements can vary slightly by developer or financing route, and if you're buying off-plan, payment is typically staged against construction milestones rather than paid in full upfront.
Buying from outside the UAE
You don't need to be in Dubai, or even in the country, to complete a purchase. With Power of Attorney in place, paperwork, NOCs, and developer coordination can be handled on your behalf — overseas buyers and investors regularly complete transactions remotely, start to finish.
